Solid Tier 10 Kite Cruiser, so Chapa, she is a Kiter which can support a Cap with her Radar, properly built the Chapa has a 1.6km+ Stealth Radar so good for catching out DD's mid to late game, get spotted to early however and the BB's will slaughter you!! Very accurate guns, good for DD hunting once you get used to them with Decent performing AP when needed.
